The more F1 gets "spec"... the better chances other F1 teams will have. '09 pre season testing has had some surprising names at the top of the charts.
Three teams (McLaren, Force India, & Honda) are using Mercedes engines... we shall see if race results change

We'll see. Toro Rosso out performed the main team Red Bull. Williams customer Toyotas out performed the factory Toyota team at many GPs.
The gap between the "Have Nots" & the top F1 teams has been closing (just look at qualifying times & less DNFs compared to a decade ago).
